Why Is Killing A Bicyclist Criminal Negligence In Other States But Not Florida?

I bicycled past the Robert Niedbalec ghost bike early this morning and wondered why in Louisiana a driver runs down a bicyclist from behind and is charged with negligent homicide (see link below) while I'm unaware of any negligent homicide cases involving motorists who run down bicyclists in Florida.

Alan - thank you for keeping attention on this. Still wondering why no one has been charged for this tragic and senseless death. Were the reports that the drivers were speeding and racing not accurate? If they were speeding and racing when this happened, why would they not be facing jail time?
